On April 8, Hawei Supply Chain Group and the People's Government of Pengyang County, Guyuan City, Ningxia, held a signing ceremony in Chongqing and officially signed the "Framework Agreement on Cold-Temperature Vegetable Processing and Supply Chain Cooperation". Attendees included Hua Zhimin, Secretary of the Guyuan Municipal Party Committee and Secretary of the Party Leadership Group of the Municipal People's Congress; Zhang Yong, Member of the Standing Committee of the Municipal Party Committee, Secretary-General and Head of the Publicity Department; Zhang Xuebin, Member of the Standing Committee of the Municipal Party Committee and Vice Mayor; Song Yajun, Secretary of the Pengyang County Party Committee; and Zhao Hongwei, General Manager of Hawei Supply Chain Group. The meeting was chaired by Song Yajun.

1. Deepening Strategic Cooperation to Drive Agricultural Industry Upgrading

According to the agreement, the two parties will carry out in-depth cooperation in areas such as the construction of a fresh-cut vegetable processing plant and cold storage facilities, deep processing of prepared vegetables, establishment of origin warehouses, and a digital supply chain platform. The cooperation will focus on Pengyang County's high-quality agricultural products, including cold-temperature vegetables, beef, potatoes, Zhaona chicken (eggs), and red plum apricots. Hawei Supply Chain Group will leverage its expertise in agricultural product sales platforms, domestic and international channels, and supply chain systems to help Pengyang County build an integrated industrial chain encompassing "cold-temperature vegetables – fresh-cut processing – group meal distribution – export trade", enabling efficient and high-quality sales of local specialty agricultural products to Chongqing and the broader Southwest China market.

2.Complementary Advantages to Build a Regional Agricultural Benchmark

During the meeting, Secretary Hua Zhimin presented the agricultural foundation of Guyuan City. He noted that the Liupan Mountain area boasts abundant forage resources and no heavy industrial development, resulting in high-quality beef and mutton. The summer-autumn cold-temperature vegetables benefit from an average temperature of around 18°C and a large diurnal temperature range, producing excellent varieties such as potatoes and Shanghai green cabbage. Guyuan City has established a well-developed three-tier breeding and propagation system. However, it urgently needs a leading enterprise with systematic capabilities to take on the integrated operation of cold chain, logistics, and distribution. Secretary Hua expressed the hope that Hawei Supply Chain Group would deeply participate in and lead the development of this system, jointly enhancing the brand value of "Liupan Mountain" and expanding markets in the Yangtze River Delta, Pearl River Delta, and Southwest China.

Mr. Zhao Hongwei, General Manager of Hawei Supply Chain Group, stated that the company will fully commit to the construction of the fresh-cut vegetable processing plant and cold chain logistics platform in Pengyang County. Relying on Hawei's mature supply chain system and market channels in Chongqing, the Group will help upgrade the cold-temperature vegetable industry in Pengyang County, achieving mutual benefits and win-win outcomes.

3.Agreement Signing Opens a New Chapter of Cooperation

Both parties agreed that the signing of this framework agreement marks the official establishment of a strategic partnership between Hawei Supply Chain Group and Pengyang County. Going forward, both sides will set up a project team, establish working communication and information exchange mechanisms, and accelerate the implementation of specific projects including the construction of the fresh-cut vegetable processing plant, cold chain facilities, and product procurement and sales.

This cooperation is an important step for Hawei Supply Chain Group in deepening its presence in the Southwest China market and empowering the agricultural industry at the origin.
